First up according to guts you can get it on Gloves, Chest Armour, Helmet, Staff and Wand as Minor Enchants however the chest armour can only receive the minor enchant and gloves can't receive any of the enchants above that. Now on to what I would consider to be the bulk of your argument. If you look at the TL2 wiki you'll notice in order to gain the Aristocrat Set an Item must have certain prerequisites and those prerequisites by virtue of how many item slots they will take up automatically disqualify it from having cast speed. The likelihood of even just 1 cast speed enchant is very low, I cant be bothered calculating it but I can tell you its easily less than 0.1%. However given that I happen to be looking at the enchant table right now, to be honest aiming for cast speed enchants would be an insane thing to do. The second thing I would say is you can also enchant cast speed onto the asphyx set. When socketed into armour they do other things. The reason that Asphyx set is good has nothing to do with CHC or CHD as the gems that provide those bonuses only provide them when they are socketed into weapons. I think you misunderstand how some of the gems work. And that I think is worth considering when planning your build. Obviously, you won't get the extra 6 sockets from the The Asphyx and the Hands of Orlac, but you get something that can't be obtained by any other gems in game. Obviously, cast speed won't be useful for every character, but it makes playing mage/glaivelander much safer and more enjoyable and might even be a great damage multiplier (considering at 500% CHD and 100% CHC, putting more point into focus only gives you minimal damage increase). If everything aligns just right, you can get a maximum of 48% cast speed from just 2 pieces. Not only that, you can enchant these with cast speed, up to 9% (if you get lucky lol) and gets an extra 6% if both are from the Aristocrat set. This is when I found out that Rare Helmets (max roll is 16%) and Rare Gloves (max roll is 8%) can roll cast speed. However, this is not very efficient since Huge Chaos Ember only gives 6% cast speed each, which is no where near the power of 60% CHD or 10% CHC.
